Heli Laarmann is the Head of Public Health Department in the Ministry of Social Affairs of Estonia.
She has worked in health field since 2003. In 2003-2010, she was the Head of Environmental Health and Chemical Safety in the same ministry. Then She worked in the Praxis, Center for Policy Studies, as a project manager or analyst in several international and national projects focusing on healthcare, public health, long term care, integration of health and social sector and so on. In 2013-2016, She worked as the Manager of the Services and Projects in the Estonian eHealth Foundation focusing on integration of different eHealth services, interoperability and being responsible for developing eAmbulance and Patient Portal services.
